107 civil society networks and organizations condemns crimes against humanity committed by the Libyan regime and calls on the United Nations for urgent action to protect the people of Libya

Third statement 23/2/2011

As the Libyan regime entered the stage of air strikes to hit the civil popular disobedience, using hand grenades and machine guns in attacking its citizens, and moving warships out, the confrontation of the authority with the Libyan nationals moves out of the scope of use of excessive force to war crimes and crimes against humanity, which has resulted so far in the fall of alarming numbers dead and wounded, and those could not be documented under the current circumstances, and Libyan hospitals are unable to deal with them.

These developments come a few hours after Saif al-Islam Gaddafi appeared on Libyan television and threatened to go to civil war unless the Libyan people complies to his proposals to stop the Revolution in exchange for the preparation of a constitution and legislative reform, as if 42 years of government without a constitution and without laws, the true laws, were not sufficient to implement this step.
The worst in the message delivered by Saif al-Islam to his own citizens is warning the citizens, in addition to the civil war, of dividing the country, of foreign occupation, fighting against them until the last man and last bullet, raising people against Tunisian and Egyptian communities, and the use of Islamists “scarecrow” and oil to attract support of the Western states to the regime.

It is regrettable that the Western countries, the self-proclaimed defender of human rights did not only assume negative attitudes of the massacres perpetrated by the Libyan regime but even solicited the same excuses echoing the concerns of the same allegations, which Saif al-Islam claimed on ” Islamic Emirates ” established close to Europe, which was expressed by the European Union on the one hand, and the Minister of Foreign Affairs of Italy on the other hand.

The signatory organizations express their respect of conscientious objection expressed by the Libyan pilots refusing to bomb civilians and their resorting with their planes to Malta, and considers it a continuation of a similar conduct expressed by the forces of the army and security in the eastern region.

The signatory organizations call to amend the constitutional provisions on the powers of the Arab armed forces (land, sea and air) so as to provide explicitly for the criminalization of all those who give an order and / or the use of force against the people and limiting their tasks in the defending the homeland and the people and not defending the rulers and thrones.

They demand the international community, represented in the United Nations, to take urgent and effective measures, particularly banning the flying of warplanes and suspension of membership, to stop the ongoing carnage against the Libyan people in Tripoli and trends declaring the bombarding of the city of Benghazi, and they demanded international, Arab, and Islamic organizations of the Red Cross and Red Crescent to take everything in their power to help the wounded and injured.
The undersigned organizations demand the governments of Egypt and Tunisia to shoulder their responsibilities to intervene with the Libyan officials to stop the attacks on the Egyptian and Tunisian communities, which resulted until the preparing of this statement in the killing of ten Egyptian citizens and wounded dozens other, forcing the Egyptian army to establish field hospitals near the Egyptian-Libyan borders.
They also call on all countries of the world not to provide a safe haven for Libyan officials involved in the commission of war crimes and crimes against humanity against the Libyan people, and stress the need to hold them accountable and to prevent impunity.
