ACHRS\u2019 statement on the International Day for the Total Elimination of Nuclear Weapons<\/b><\/span><\/p>\n

On the International Day for the Total Elimination of Nuclear Weapons, the Amman Center for Human Rights Studies (ACHRS) calls for urgent action to achieve nuclear disarmament. Nuclear weapons threaten humanity and the environment. Their continued existence is fundamentally at odds with the human rights and human dignity that ACHRS works to protect.<\/span><\/p>\n

The Nuclear Weapons Ban Monitor 2026 estimates that 12,187 nuclear warheads existed at the beginning of 2026. Of these, 9,745 were available for military use; the remainder were retired and awaiting dismantlement. The number available for use continues to rise. [1]<\/span><\/p>\n

The consequences of nuclear weapons are well documented. By the end of 1945, the atomic bombings had killed an estimated 140,000 people in Hiroshima and 74,000 in Nagasaki, including approximately 38,000 children across the two cities. Survivors subsequently faced increased risks of leukaemia and other cancers. [2]<\/span><\/p>\n

International Physicians for the Prevention of Nuclear War (IPPNW) cites estimates attributing approximately 430,000 additional cancer deaths by 2000 to atmospheric nuclear testing, with at least two million more projected over the long term. [3] Resources devoted to maintaining and modernising nuclear arsenals should instead support health, education and human well-being.<\/span><\/p>\n

We recall that allegations concerning weapons of mass destruction served as a pretext for the invasion of Iraq in 2003. ACHRS condemns the Israeli and US military attacks on Iran in June 2025. [4] Such escalation risks encouraging nuclear proliferation and making threats of nuclear use more acceptable.<\/span><\/p>\n

Political rhetoric compounds these dangers. On 7 April 2026, US President Donald Trump warned Iran that \u201ca whole civilization will die tonight\u201d. [5] On 6 May 2025, Israeli Finance Minister Bezalel Smotrich said that Gaza would be totally destroyed. [6] ACHRS condemns such statements for their disregard for civilian life. Threats of mass destruction must not be normalised.<\/span><\/p>\n

The devastating effects of nuclear weapons raise profound concerns under international humanitarian law, particularly the protection of civilians. In 1996, the International Court of Justice found the threat or use of nuclear weapons generally contrary to the law of armed conflict, but left unresolved their legality in an extreme case of self-defence involving a State\u2019s survival. [7] ACHRS maintains that protecting humanity requires their complete elimination.<\/span><\/p>\n

The use of artificial intelligence in nuclear and related military systems could increase the risks of miscalculation and escalation, especially if reliance on automated assessments weakens human judgement. Meaningful human control and accountability must be maintained. [8]<\/span><\/p>\n

ACHRS welcomes efforts to prevent nuclear proliferation and achieve disarmament, including the Treaty on the Prohibition of Nuclear Weapons. These efforts must lead to the verifiable elimination of nuclear arsenals.<\/span><\/p>\n

ACHRS therefore calls on the United Nations and its Member States to take the following actions<\/b><\/span><\/h1>\n

  1. \u00a0 Negotiate and conclude a legally binding agreement within five years to place all existing nuclear weapons under the control and supervision of a single United Nations body. The General Assembly should support negotiations towards this goal. ACHRS urges the next Secretary-General to make it a priority during their first term.<\/span><\/li>\n
  2. \u00a0 Establish a clear timetable, supported by effective verification, for the complete dismantlement of all nuclear arsenals within twenty years.<\/span><\/li>\n
  3. \u00a0 Establish transparent reporting and international monitoring of spending on nuclear weapons, including new expenditure. ACHRS calls on the General Assembly, at its eighty-first session, to adopt a resolution advancing this work as a priority.<\/span><\/li>\n
  4. \u00a0 Redirect resources allocated to developing, maintaining and modernising nuclear weapons towards economic and social development, particularly health and education.<\/span><\/li>\n
  5. \u00a0 Prohibit the use of artificial intelligence in decisions concerning nuclear command, control and launch, and ensure meaningful human control at all times.<\/span><\/li>\n
  6. \u00a0 Promote universal adherence to, and implementation of, the Treaty on the Prohibition of Nuclear Weapons.<\/span><\/li>\n
  7. \u00a0 Encourage the European Union to include conditions in its economic partnerships with States that promote reductions in military budgets.<\/span><\/li>\n<\/ol>\n

    Eliminating nuclear weapons is an essential step towards a world free of all weapons of mass destruction. The interests of those who profit from war and the arms trade must not take precedence over human rights. Reversing the expansion of arms production, trade and exports would free resources for health, education and development. Governments must resolve disputes through dialogue and build a lasting peace founded on justice.\u00a0<\/span><\/p>\n

Le 7 avril 2026, le pr\u00e9sident am\u00e9ricain Donald Trump a averti l\u2019Iran qu\u2019\u00ab une civilisation enti\u00e8re mourra ce soir \u00bb. [5] Le 6 mai 2025, le ministre isra\u00e9lien des Finances, Bezalel Smotrich, a d\u00e9clar\u00e9 que Gaza serait enti\u00e8rement d\u00e9truite. [6] L\u2019ACHRS condamne ces d\u00e9clarations, qui t\u00e9moignent d\u2019un m\u00e9pris pour la vie des personnes civiles. Les menaces de destruction massive ne doivent pas \u00eatre banalis\u00e9es.<\/span><\/p>\n

    Les effets d\u00e9vastateurs des armes nucl\u00e9aires soul\u00e8vent de graves pr\u00e9occupations au regard du droit international humanitaire, notamment de la protection des personnes civiles. En 1996, la Cour internationale de Justice a jug\u00e9 que la menace ou l\u2019emploi d\u2019armes nucl\u00e9aires serait g\u00e9n\u00e9ralement contraire au droit des conflits arm\u00e9s, sans trancher le cas extr\u00eame de l\u00e9gitime d\u00e9fense mettant en jeu la survie d\u2019un \u00c9tat. [7] L\u2019ACHRS consid\u00e8re que la protection de l\u2019humanit\u00e9 exige leur \u00e9limination compl\u00e8te.<\/span><\/p>\n

    L\u2019utilisation de l\u2019intelligence artificielle dans les syst\u00e8mes nucl\u00e9aires et les syst\u00e8mes militaires connexes pourrait accro\u00eetre les risques d\u2019erreur d\u2019appr\u00e9ciation et d\u2019escalade, notamment si le recours aux \u00e9valuations automatis\u00e9es affaiblit le jugement humain. Un contr\u00f4le humain effectif et l\u2019obligation de rendre des comptes doivent \u00eatre garantis. [8]<\/span><\/p>\n

    L\u2019ACHRS salue les efforts visant \u00e0 pr\u00e9venir la prolif\u00e9ration nucl\u00e9aire et \u00e0 parvenir au d\u00e9sarmement, notamment le Trait\u00e9 sur l\u2019interdiction des armes nucl\u00e9aires. Ces efforts doivent aboutir \u00e0 l\u2019\u00e9limination v\u00e9rifiable des arsenaux nucl\u00e9aires.<\/span><\/p>\n

    \u00a0<\/span>L\u2019ACHRS appelle donc les Nations Unies et leurs \u00c9tats Membres \u00e0 prendre les mesures suivantes<\/b><\/span><\/p>\n

      \n
    1. \u00a0 N\u00e9gocier et conclure, dans un d\u00e9lai de cinq ans, un accord juridiquement contraignant pla\u00e7ant toutes les armes nucl\u00e9aires existantes sous le contr\u00f4le et la supervision d\u2019un seul organe des Nations Unies. L\u2019Assembl\u00e9e g\u00e9n\u00e9rale devrait soutenir les n\u00e9gociations en ce sens. L\u2019ACHRS exhorte la prochaine personne \u00e0 exercer les fonctions de secr\u00e9taire g\u00e9n\u00e9ral \u00e0 en faire une priorit\u00e9 d\u00e8s son premier mandat.<\/span><\/li>\n
    2. \u00a0 \u00c9tablir un calendrier clair, assorti de mesures de v\u00e9rification efficaces, pour le d\u00e9mant\u00e8lement complet de tous les arsenaux nucl\u00e9aires dans un d\u00e9lai de vingt ans.<\/span><\/li>\n<\/ol>\n

      10.Mettre en place un syst\u00e8me transparent de communication des donn\u00e9es et de suivi international des d\u00e9penses consacr\u00e9es aux armes nucl\u00e9aires, y compris les nouvelles d\u00e9penses. L\u2019ACHRS demande \u00e0 l\u2019Assembl\u00e9e g\u00e9n\u00e9rale, \u00e0 sa quatre-vingt-uni\u00e8me session, d\u2019adopter en priorit\u00e9 une r\u00e9solution faisant avancer ces travaux.<\/span><\/p>\n

      11.R\u00e9orienter les ressources consacr\u00e9es au d\u00e9veloppement, \u00e0 l\u2019entretien et \u00e0 la modernisation des armes nucl\u00e9aires vers le d\u00e9veloppement \u00e9conomique et social, en particulier la sant\u00e9 et l\u2019\u00e9ducation.<\/span><\/p>\n

      12.Interdire l\u2019utilisation de l\u2019intelligence artificielle dans les d\u00e9cisions relatives au commandement, au contr\u00f4le et au lancement des armes nucl\u00e9aires, et garantir en permanence un contr\u00f4le humain effectif.<\/span><\/p>\n

      13.Promouvoir l\u2019adh\u00e9sion universelle au Trait\u00e9 sur l\u2019interdiction des armes nucl\u00e9aires ainsi que sa mise en \u0153uvre.<\/span><\/p>\n

      14.Encourager l\u2019Union europ\u00e9enne \u00e0 inclure dans ses partenariats \u00e9conomiques avec les \u00c9tats des conditions favorisant la r\u00e9duction des budgets militaires.<\/span><\/p>\n

      L\u2019\u00e9limination des armes nucl\u00e9aires constitue une \u00e9tape essentielle vers un monde exempt de toutes les armes de destruction massive. Les int\u00e9r\u00eats de ceux qui tirent profit de la guerre et du commerce des armes ne doivent pas primer sur les droits humains. Inverser la tendance \u00e0 l\u2019augmentation de la production, du commerce et des exportations d\u2019armes permettrait de d\u00e9gager des ressources pour la sant\u00e9, l\u2019\u00e9ducation et le d\u00e9veloppement. Les gouvernements doivent r\u00e9soudre leurs diff\u00e9rends par le dialogue et construire une paix durable fond\u00e9e sur la justice.<\/span><\/p>\n

      Los efectos devastadores de las armas nucleares plantean graves preocupaciones en relaci\u00f3n con el derecho internacional humanitario, especialmente con la protecci\u00f3n de la poblaci\u00f3n civil. En 1996, la Corte Internacional de Justicia consider\u00f3 que la amenaza o el empleo de armas nucleares ser\u00eda generalmente contrario al derecho de los conflictos armados, sin resolver el caso extremo de leg\u00edtima defensa que comprometiera la supervivencia de un Estado. [7] El ACHRS sostiene que proteger a la humanidad exige su eliminaci\u00f3n completa.<\/span><\/p>\n

      El uso de la inteligencia artificial en los sistemas nucleares y los sistemas militares relacionados podr\u00eda aumentar los riesgos de errores de c\u00e1lculo y de escalada, especialmente si la dependencia de evaluaciones automatizadas debilita el juicio humano. Deben garantizarse un control humano efectivo y la rendici\u00f3n de cuentas. [8]<\/span><\/p>\n

      El ACHRS acoge favorablemente los esfuerzos para prevenir la proliferaci\u00f3n nuclear y lograr el desarme, entre ellos el Tratado sobre la Prohibici\u00f3n de las Armas Nucleares. Estos esfuerzos deben conducir a la eliminaci\u00f3n verificable de los arsenales nucleares.<\/span><\/p>\n

      Por consiguiente, el ACHRS insta a las Naciones Unidas y a sus Estados Miembros a adoptar las siguientes medidas<\/b><\/span><\/p>\n

      15.Negociar y celebrar, en un plazo de cinco a\u00f1os, un acuerdo jur\u00eddicamente vinculante que sit\u00fae todas las armas nucleares existentes bajo el control y la supervisi\u00f3n de un \u00fanico \u00f3rgano de las Naciones Unidas. La Asamblea General deber\u00eda apoyar las negociaciones para alcanzar este objetivo. El ACHRS insta a quien asuma pr\u00f3ximamente la Secretar\u00eda General a convertirlo en una prioridad durante su primer mandato.<\/span><\/p>\n

      16.Establecer un calendario claro, respaldado por medidas eficaces de verificaci\u00f3n, para el desmantelamiento completo de todos los arsenales nucleares en un plazo de veinte a\u00f1os.<\/span><\/p>\n

      17.Establecer un sistema transparente de presentaci\u00f3n de informes y seguimiento internacional del gasto en armas nucleares, incluidos los nuevos gastos. El ACHRS pide a la Asamblea General que, en su octog\u00e9simo primer per\u00edodo de sesiones, adopte con car\u00e1cter prioritario una resoluci\u00f3n que impulse esta labor.<\/span><\/p>\n

      18.Reorientar los recursos destinados al desarrollo, el mantenimiento y la modernizaci\u00f3n de las armas nucleares hacia el desarrollo econ\u00f3mico y social, especialmente la salud y la educaci\u00f3n.<\/span><\/p>\n

      19.Prohibir el uso de la inteligencia artificial en las decisiones de mando, control y lanzamiento de armas nucleares, y garantizar en todo momento un control humano efectivo.<\/span><\/p>\n

      20.Promover la adhesi\u00f3n universal al Tratado sobre la Prohibici\u00f3n de las Armas Nucleares y su aplicaci\u00f3n.<\/span><\/p>\n

      21.Alentar a la Uni\u00f3n Europea a incluir en sus acuerdos de asociaci\u00f3n econ\u00f3mica con los Estados condiciones que favorezcan la reducci\u00f3n de los presupuestos militares.<\/span><\/p>\n

      La eliminaci\u00f3n de las armas nucleares es un paso esencial hacia un mundo libre de todas las armas de destrucci\u00f3n masiva. Los intereses de quienes se lucran con la guerra y el comercio de armas no deben prevalecer sobre los derechos humanos. Revertir el crecimiento de la producci\u00f3n, el comercio y la exportaci\u00f3n de armas permitir\u00eda destinar m\u00e1s recursos a la salud, la educaci\u00f3n y el desarrollo.
