It specifically focuses on the situation of <strong>Jordanian youth within the justice system<\/strong>. Jordan presents a unique context for reintegrative practices due to its evolving justice system, which includes several legislative reforms aimed at improving the treatment and rehabilitation of youth offenders.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">Jordan has made significant strides in its legal framework for juvenile justice. The Juvenile Law, the Penal Code, and the Child Rights Law collectively ensure that Jordanian youth in conflict with the law are provided with fair trial guarantees, including access to legal counsel, specialized judges, and an appropriate trial environment, placing the <strong>best interests of the child first<\/strong>. Moreover, Jordan has ratified numerous international human rights conventions, reinforcing its commitment to safeguarding juvenile rights. However, challenges persist in the consistent implementation of these provisions, particularly regarding the availability of adequate legal representation and the full realization of juvenile rights in practice.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">Beyond the legal framework, societal perceptions play a crucial role in the reintegration process. Research highlights that public attitudes in Jordan are generally supportive of reintegrating youth offenders; however, stigma and negative perceptions still exist, which can hinder their successful reintegration into society. It is essential to develop policies that address these societal attitudes while simultaneously educating the public on the importance of rehabilitation over punishment. Programs like <a href=\"mailto:https:\/\/www.questscope.org\/en\/our-impact\/education\/non-formal-education\"><strong>Questscope&#8217;s General Education Equivalence Degree (GED) program<\/strong><\/a>, which has empowered thousands of out-of-school youth since 2005, serve as an example of how educational initiatives can help reintegrate youth into society and reduce recidivism.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">Jordan has also taken steps to promote alternatives to detention, with an emphasis on restorative justice practices. These include settlement procedures that focus on redress and rehabilitation rather than incarceration. The <a href=\"mailto:https:\/\/moj.gov.jo\/ebv4.0\/root_storage\/en\/eb_list_page\/justice_sector_strategy.pdf\"><strong>2022-2026 Justice Strategy<\/strong><\/a> reflects a commitment to expanding such alternatives, marking a progressive shift toward rehabilitative approaches. Nonetheless, the effectiveness of these initiatives is often limited by resource constraints, particularly in mental health services, which are essential for addressing the psychosocial factors that contribute to delinquent behavior.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">Coordination between the government and various entities is crucial for developing long-term support systems for youth transitioning out of detention. Vocational training programs, such as those in confectionery, mobile repair, craftsmanship, and others, have helped many youth gain professional skills and build confidence. However, a sustainability plan is needed to ensure continued growth, including funding for their post-release transition and assistance in securing employment, through both government support and collaboration with other entities.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">While Jordan has made remarkable progress, there is still a need for improved data collection and analysis of the outcomes of these reintegration programs. Establishing a robust evidence base will be essential to refining and scaling up successful strategies for youth reintegration.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">The <strong>Amman Center for Human Rights Studies (ACHRS)<\/strong> encourages continued efforts to strengthen reintegration programs and emphasizes the need to address public perceptions, sustainability plans, and enhanced mental health services for youth in the justice system.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>This statement follows our initial submission in response to the United Nations\u2019 Call for Input in preparation for a comprehensive study on human rights and the social reintegration of persons released from detention and those subjected to non-custodial measures, pursuant to Human Rights Council Resolution 57\/9.
