{"id":4811,"date":"2023-07-25T15:24:10","date_gmt":"2023-07-25T12:24:10","guid":{"rendered":"https:\/\/achrs.org\/english\/?p=4811"},"modified":"2023-07-26T18:38:31","modified_gmt":"2023-07-26T15:38:31","slug":"egypt-pardons-two-human-rights-defenders","status":"publish","type":"post","link":"https:\/\/achrs.org\/english\/2023\/07\/25\/egypt-pardons-two-human-rights-defenders\/","title":{"rendered":"Egypt pardons two human rights defenders"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The ACHRS is excited to share the positive news of the Presidential pardon granted on the 19<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> of July to Egyptian human rights researcher Patrick George Zaki and Egyptian human rights lawyer Mohamed Al-Baqer.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Zaki had served 22 months in pre-trial detention before being sentenced to three years in prison on Tuesday the 18<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> of July. His conviction cited him for spreading false news, inciting protests without a permit, and intending to overthrow the government. The sentence was supported through an <\/span><a href=\"https:\/\/daraj.media\/19504\/\"><span style=\"font-weight: 400;\">article<\/span><\/a><span style=\"font-weight: 400;\"> he wrote in 2019 for the independent digital media outlet Daraj on his experience as a Coptic Christian religious minority, titled, \u201c<\/span><a href=\"https:\/\/www.hrw.org\/news\/2023\/07\/18\/civil-society-organizations-condemn-sentencing-egyptian-academic-and-researcher\"><span style=\"font-weight: 400;\">Displacement, Killing &amp; Harassment: A Week in the Diaries of Egypt\u2019s Copts<\/span><\/a><span style=\"font-weight: 400;\">.\u201d On the 19<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> of July he was released from these accusations in a Presidential pardon along with human rights lawyer, Al-Baqer.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mohamed Al Baqer was arrested in September in 2019 after representing client, blogger and activist Alaa Abdel Fattah \u2013 who had been arbitrarily arrested earlier this day, at the State Security Prosecution premises in Cairo. He was accused by the <\/span><a href=\"https:\/\/euromedrights.org\/publication\/egypt-mohamed-el-baqer-1000-days-of-arbitrary-detention\/)\"><span style=\"font-weight: 400;\">Criminal Case 135\/2019<\/span><\/a><span style=\"font-weight: 400;\">. This piece of legislation has been exploited to criminalize dissenting voices in Egypt due to its broad nature. Last year, Fattah went on a hunger strike as the COP27 climate conference started in Sharm El-Sheikh. Despite the attention he got at the conference from different participants calling for President Sisi to release him and other prisoners, he was not released until today<\/span><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The targeting, arrest, prosecution and sentencing of human rights researcher, activists and those who defend them in courts, is indicative of a larger failure by the Egyptian state to protect minorities and their advocates in their country.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The prosecutions against Zaki and Al Baqer are among those that, for many Egyptians, have come to represent <\/span><a href=\"https:\/\/achrs.org\/english\/2021\/07\/12\/achrs-research-report-on-the-arab-spring-erosion-of-the-social-contract\/\"><span style=\"font-weight: 400;\">Egypt\u2019s shrinking civic space<\/span><\/a><span style=\"font-weight: 400;\">, where the hopeful energy that led to the Arab Spring, suffocated in the military takeover two years later.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Over the past two years, Egypt has launched several initiatives to improve its human rights record. <\/span><a href=\"https:\/\/www.washingtonpost.com\/world\/2023\/07\/19\/egypt-pardon-patrick-george-zaki\/\"><span style=\"font-weight: 400;\">Critics<\/span><\/a><span style=\"font-weight: 400;\"> say they are largely for show. The country has faced growing pressure over the past two years for its human rights situation. The United States announced, early last year, it would suspend some of its massive aid package to Egypt, if Egypt does not change its record.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Also, the case resonated in Italy, as Zaki was a student in Bologna. The two countries\u2019 ties were already worsening after the 2016 <\/span><a href=\"https:\/\/www.theguardian.com\/world\/2016\/feb\/04\/italian-student-found-dead-egypt-giulio-regeni-torture\"><span style=\"font-weight: 400;\">killing and torture of Giulio Regeni<\/span><\/a><span style=\"font-weight: 400;\">, an Italian student in Cairo.
