{"id":4789,"date":"2023-07-21T14:46:32","date_gmt":"2023-07-21T11:46:32","guid":{"rendered":"https:\/\/achrs.org\/english\/?p=4789"},"modified":"2023-07-23T21:59:26","modified_gmt":"2023-07-23T18:59:26","slug":"tunisias-expulsion-of-sub-saharan-african-migrants-to-remote-border-areas-despite-recently-signed-mou-with-the-eu","status":"publish","type":"post","link":"https:\/\/achrs.org\/english\/2023\/07\/21\/tunisias-expulsion-of-sub-saharan-african-migrants-to-remote-border-areas-despite-recently-signed-mou-with-the-eu\/","title":{"rendered":"Tunisia\u2019s expulsion of Sub-Saharan-African Migrants to remote border areas despite recently signed MoU with the EU"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">According to several videos provided to Al Jazeera by NGOs and Libyan border agencies, <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/7\/19\/despite-eu-tunisia-deal-black-refugees-pushed-out-gunpoint\">Tunisian security services expelled Sub-Saharan<\/a> men, women, and children to a militarized buffer zone at the Tunisian-Libyan border, from which they were not able to enter Libya nor return to Tunisia, forcing them at gunpoint to wal<\/span>k into the desert without any food and water.<\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.hrw.org\/news\/2023\/07\/06\/tunisia-crisis-black-africans-expelled-libya-border\">Human Rights Watch interviewed five people<\/a> who were among those expelled. According to them, an estimated number between 500 and 700 people were expelled to the border area since the 2<\/span><span style=\"font-weight: 400;\">nd<\/span><span style=\"font-weight: 400;\"> of July. The people expelled were from various African nationalities, among them children and pregnant women. At least six people were registered asylum seekers from the UNHCR, while two were identified as students in Tunisia.\u00a0<\/span><\/p>\n<p style=\"padding-left: 40px;\"><i><span style=\"font-weight: 400;\">\u201cWe are at the Tunisia-Libya border, at the seaside,\u201d said an Ivorian asylum seeker on July 4. \u201cWe were beaten [by Tunisian security forces].\u2026We have many injured people here.\u2026We have children who haven\u2019t eaten for days \u2026 forced to drink sea water. We have a [Guinean] pregnant woman who went into labor \u2026 she died this morning \u2026 the baby died too.\u201d<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">The port city of Sfax is the second biggest city in Tunisia, about 300 km southeast of the capital Tunis. In the city, many migrants from the whole continent arrive before setting off to Europe with boats.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tensions have been high in the city for months as <a href=\"https:\/\/achrs.org\/english\/2023\/03\/20\/tunisia-presidents-racist-remarks-incite-wave-of-violence-against-black-migrants-and-citizens\/\">Tunisian residents campaigned against the African foreigners<\/a>, escalating in attacks against Black Africans and clashes with Tunisians. Racially motivated attacks on the vulnerable population have been increasingly reported, until on the 4<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> of July, officials announced the death of Nizar Amri, a local 41-year-old man, who allegedly was involved in the attacks on the refugees and migrants.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Observers claim that as Tunisia\u2019s economy tanked, racial sentiment increased despite the long-established connection between migration and the country\u2019s ailing economy.<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">\u00a0<\/span><i><span style=\"font-weight: 400;\">\u201cThey are taking our jobs, they are starting problems, starting violent actions. This is all happening because of the Sub-Saharans,\u201d <\/span><\/i><span style=\"font-weight: 400;\">an 18-year-old in Sfax told Al Jazeera<\/span><i><span style=\"font-weight: 400;\">.<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">\u00a0<\/span><\/i><span style=\"font-weight: 400;\">Amri\u2019s death and social media footage of his bleeding body lead to another wave of intense violence in the city.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since then, Tunisia\u2019s security forces have been active in seizing Black men, women and children who lack proper documents from migration hotspots and expelling them to the remote border areas.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the hours and days following Amri\u2019s death, hundreds of refugees were trying to escape the city.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to Salsabil Chellali, a researcher and director at Human Rights Watch, \u201cthe Tunisian authorities have contributed to fuelling hatred against Sub-Saharan migrants, and have deliberately endangered hundreds by abandoning them in the desert at the border with Libya.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Various <a href=\"https:\/\/www.hrw.org\/news\/2023\/07\/19\/tunisia-no-safe-haven-black-african-migrants-refugees\">interviewees<\/a> said they were arbitrarily arrested and detained, in Tunis, Ariana and Sfax, where police profiled them based on their skin color. According to different witnesses from the migrants who were expelled, some were robbed, abused, beaten, tortured and even raped<\/span><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><strong>The question of the European Union\u2019s role<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">The sea crossings from Northern African countries, often on overcrowded, old and unsafe boats, have led to terrible drownings, <a href=\"https:\/\/achrs.org\/english\/2023\/06\/23\/recent-boat-sinking-in-the-mediterranean-could-be-the-worse-in-decades-highlighting-the-failure-of-eus-migration-policy-and-commitment-to-human-rights\/\">like in the beginning of June<\/a>, where a boat, carrying hundreds of migrants from Libya sank close to the Greek border<\/span><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On the 16<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> of July, Tunisia and the European Union signed a \u201cstrategic partnership\u201d deal, a Memorandum of Understanding (MoU), to combat human trafficking and tightening borders due to a significant increase in departures of boats from the North African nation. <a href=\"https:\/\/www.reuters.com\/world\/tunisia-eu-sign-pact-stem-migration-2023-07-16\/\">Tunisia will receive 1 billion euros to stabilize its economy and to deal with the migration crisis<\/a><\/span><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mounir Satouri, a French Member of the European Parliament <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/7\/19\/despite-eu-tunisia-deal-black-refugees-pushed-out-gunpoint\">told Aljazeera<\/a>: \u201cIt is EU money on a silver platter for a president [Saied] who has shifted Tunisia\u2019s nascent democracy to an autocracy.\u201d According to him, &#8220;the EU is externalizing its migration management to Tunisia, even though Tunisian authorities are not respecting migrants\u2019 rights. The signaling could not be worse\u201d<\/span><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Lessons from past EU-agreements with Libya or Turkey for example don\u2019t seem to have been applied in this MoU.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe signing of this agreement without human rights conditions and safeguards, without democratic scrutiny or involvement of civil society, at the same time as evidence of abuses in Tunisia was mounting, and with no public condemnation of these abuses during leaders\u2019 visit to Tunisia, shows an appalling disregard for human rights,\u201d Sundberg Diez, a European Migration expert at the European Commission said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The EU\u2019s push for a migration agreement is a reflection of a larger shift in the EU\u2019s asylum policy. Today, EU member states want to block access to asylum seekers through <a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20230327IPR78519\/new-rules-on-screening-of-irregular-migrants-and-faster-asylum-procedures\">fast-track border procedures<\/a><\/span><span style=\"font-weight: 400;\">\u00a0and externalizing protection responsibilities, as this is increasingly perceived as its \u201cAchilles heel\u201d<\/span><span style=\"font-weight: 400;\">\u00a0in an expanding geopolitical battle. This larger picture includes contentious agreements with third countries, many of which are characterized by an alarming human rights situation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The ACHRS condemns the severe human rights violations conducted by the Tunisian authorities against the vulnerable Sub-Saharan-African migrants in Tunisia and calls upon a humane treatment of the migrants
