{"id":1196,"date":"2017-01-29T10:00:57","date_gmt":"2017-01-29T10:00:57","guid":{"rendered":"https:\/\/achrs.org\/english\/2017\/01\/29\/fron-line-defender-ali-al-dailami-physically-assaulted-threatened-by-houthi-backed-authorities\/"},"modified":"2017-01-29T10:00:57","modified_gmt":"2017-01-29T10:00:57","slug":"fron-line-defender-ali-al-dailami-physically-assaulted-threatened-by-houthi-backed-authorities","status":"publish","type":"post","link":"https:\/\/achrs.org\/english\/2017\/01\/29\/fron-line-defender-ali-al-dailami-physically-assaulted-threatened-by-houthi-backed-authorities\/","title":{"rendered":"Fron line Defender: Ali Al-Dailami Physically assaulted &#038; threatened by Houthi-backed authorities"},"content":{"rendered":"<\/p>\n<p dir=\"LTR\" style=\"text-align: justify;\"><span style=\"color: #000000;\">On<span dir=\"RTL\"> 25 <\/span>January, members of the Houthi-backed authorities physically<span dir=\"RTL\"> <\/span>assaulted and threatened human rights defender <\/span>Mr<span style=\"color: #000000;\"> Ali Al-Dailami near a<span dir=\"RTL\"> <\/span>checkpoint outside the main gates of the Yemen Ministry of Interior in<span dir=\"RTL\"> <\/span>Sana&rsquo;a<span dir=\"RTL\">.<\/span><\/span><\/p>\n<p>  <!--more-->  <\/p>\n<p dir=\"LTR\" style=\"text-align: justify;\"><span style=\"color: #000000;\">In the early morning of 25 January, Ali Al-Dailami was driving to work<span dir=\"RTL\"> <\/span>when he passed through a checkpoint set up outside the Ministry of<span dir=\"RTL\"> <\/span>Interior in Sana&rsquo;a by Houthi-backed authorities who currently have<span dir=\"RTL\"> <\/span>control over certain regions in Yemen, including Sana&rsquo;a. As the human<span dir=\"RTL\"> <\/span>rights defender crossed the checkpoint he <\/span>heard&nbsp; shouting<span style=\"color: #000000;\"> and saw that<span dir=\"RTL\"> <\/span>one of the armed personnel manning the checkpoint was running after his<span dir=\"RTL\"> <\/span>car. Ali Al-Dailami immediately stopped his car, opened his window and<span dir=\"RTL\"> <\/span>asked what was the problem. Without being given an answer, a member of<span dir=\"RTL\"> <\/span>the Houthi-backed authorities appeared in plain clothes holding a<span dir=\"RTL\"> <\/span>two-way radio receiver and started to shout profanities at the human<span dir=\"RTL\"> <\/span>rights defender. The official then opened the car door of Ali<span dir=\"RTL\"> <\/span>Al-Dailami&rsquo;s car and pulled him out before starting to beat him<span dir=\"RTL\"> <\/span>repeatedly on the chest. The human rights defender was then threatened<span dir=\"RTL\"> <\/span>with detention and was told that he should expect &ldquo;fear as he never knew<span dir=\"RTL\"> <\/span>existed.&rdquo; Another member of the Houthi-back authorities then approached<span dir=\"RTL\"> &ndash; <\/span>also wearing civilian clothes &ndash; and claimed he was from the &ldquo;Jamal<span dir=\"RTL\"> <\/span>Jamil security division&rdquo; and proceeded to curse at Ali Al-Dailami<span dir=\"RTL\">.<\/span><\/span><\/p>\n<p dir=\"LTR\" style=\"text-align: justify;\"><span style=\"color: #000000;\">The human rights defender was then beaten for approximately 30<span dir=\"RTL\"> <\/span>minutes, resulting in injuries to his chest. When asked why he was being<span dir=\"RTL\"> <\/span>beaten, members of the Houthi-backed authorities accused Ali Al-Dailami<span dir=\"RTL\"> <\/span>of shouting at them near the same checkpoint two weeks previously<span dir=\"RTL\">, <\/span>telling them to respect women when they passed through the checkpoint<span dir=\"RTL\">. <\/span>The human rights defender responded that no such incident occurred<span dir=\"RTL\">.<\/span><\/span><\/p>\n<p dir=\"LTR\" style=\"text-align: justify;\"><span style=\"color: #000000;\">Ali Al-Dailami has suffered repeated instances of harassment over<span dir=\"RTL\"> <\/span>the last number of years due to his legitimate human rights work. On 25<span dir=\"RTL\"> <\/span>August 2014, unknown gunmen shot at <\/span>the his<span style=\"color: #000000;\"> car while the vehicle was<span dir=\"RTL\"> <\/span>parked in front of his house in Tabari, Old Sana<span dir=\"RTL\">&#8216;<\/span>a. Earlier that year on<span dir=\"RTL\"> 31 <\/span>March 2014, Ali Al-Dailami was detained in <\/span>San<span dir=\"RTL\" style=\"color: #000000;\">&#8216;<\/span>aa<span style=\"color: #000000;\"> airport for<span dir=\"RTL\"> <\/span>several hours and prohibited from traveling. Ali Al-Dailami had been<span dir=\"RTL\"> <\/span>intending to participate <\/span>in&nbsp; a<span style=\"color: #000000;\"> conference in Jordan, where he was to be<span dir=\"RTL\"> <\/span>the guest of the League of Arab States, the United Nations, Columbia<span dir=\"RTL\"> <\/span>University, and Al-Karama foundation<span dir=\"RTL\">.<br \/>&nbsp;<br \/> <\/span>Front Line Defenders strongly condemns the beating of Ali Al-Dailami and is concerned for his health and physical well-being<span dir=\"RTL\">.<\/span><\/span><\/p>\n<p dir=\"LTR\" style=\"text-align: justify;\"><span style=\"color: #000000;\"><strong>Front Line Defenders urges the authorities in Yemen to<\/strong><strong><span dir=\"RTL\">:<\/span><\/strong><\/span><\/p>\n<p dir=\"LTR\" style=\"text-align: justify;\"><span style=\"color: #000000;\"><span dir=\"RTL\">1. <\/span>Ensure the personal safety and security of Ali Al-Dailami as<span dir=\"RTL\"> <\/span>Front Line Defenders believes that his assault is <\/span>solely<span style=\"color: #000000;\"> as a result of<span dir=\"RTL\"> <\/span>his legitimate and peaceful work in the <\/span>defence<span style=\"color: #000000;\"> of human rights<span dir=\"RTL\">;<\/span><\/span><\/p>\n<p dir=\"LTR\" style=\"text-align: justify;\"><span style=\"color: #000000;\"><span dir=\"RTL\">2. <\/span>Carry out an independent, impartial and prompt investigation into the physical assault of Ali Al-Dailami<span dir=\"RTL\">;<\/span><\/span><\/p>\n<p dir=\"LTR\" style=\"text-align: justify;\"><span style=\"color: #000000;\"><span dir=\"RTL\">3. <\/span>Guarantee in all circumstances that all human rights defenders in<span dir=\"RTL\"> <\/span>Yemen are able to carry out their legitimate human rights activities<span dir=\"RTL\"> <\/span>without fear of reprisals and free of all restrictions<span dir=\"RTL\">.<\/span><\/span><\/p>\n<p dir=\"LTR\" style=\"text-align: justify; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 115%;\"><\/span><\/p>\n<p dir=\"RTL\" style=\"direction: rtl; unicode-bidi: embed; text-align: right;\"><span dir=\"LTR\"><span lang=\"AR-SA\"><\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>On 25 January, members of the Houthi-backed authorities physically assaulted and threatened human rights defender Mr Ali Al-Dailami near a checkpoint outside the main gates of the Yemen Ministry of Interior in Sana&rsquo;a.
